Title: Basics of e-government

The Action plan for the e-government has defined the framework within which this new vision becomes part, thanks to the Information technology that represents an instrument through which can change the organizational model of all Public agencies and ASL. The model is oriented to the service and characterized from the management of inner and external exchanges of information.
The course is composed of a presentation of the main e-government concepts and proposes an analysis of IT and communication subjects.
It introduces a review of the good practices found in Italy, Europe and the world and analyzes the evolution of the Public Administration staff role.
The course intends to introduce a reference picture on the e-government thematic and prepare to the change management. It also stimulates the knowledge, the necessity of a continuous improvement and the flexibility in the distribution of services to citizens.

Title: System interoperability

Extending the use of the Internet is also modifying the relationship between the citizen and the state. The citizen is more and more demanding towards PA, on his side P.A. needs to improve services provided to citizens and to guarantee an interaction between various Public Administration. That involves integration and share of information systems with the RUPA.
The course will be concentrated on the evolution of information systems in the public organizations. In particular, it will define the interoperability and the levels of compatibility of the systems used in the operating context of Public Administration.
The programme intends to develop skills in order to: know the infrastructure of common communication between the several Administrations; manage the services and the cross- applications to support the organizational processes; understand the modalities of interaction of the various information systems of the RUPA; collaborate with the experts of the operative solutions.

Title: Unified public administration network and national network

The course will guarantee a deep knowledge on the technical aspects connected to the development and the use of the RUPA, bringing to light the organization, the processes and the channels available for the Public Administrations. They will face aspects related to the PA architecture, management documentation, inner and external communication.
The course has two obiectives: create the presupposed ones for the implementation of the Public Administration network and to develop a culture of use of this network in order to improve the productivity (work efficiency) of the organization. The formed figures will decide of the required technical abilities to use information services and the necessary skills to generate innovation.
Supply the minimal set of competences for the knowledge transfer to the staff involved and bring improvements on job processes.

Title: Right of access to administrative documentation and right of privacy

The course is articulated into two parts.
The first one introduces the access modalities to public data, the treatment of the common data, the treatment of particular data, the elements of cryptography and the digital signature The second part introduces the access modalities of data and of the relative manipulation by the Local Public Administration, introducing some problems and risks connected to computer science security and the privacy.
The course intends to act at different level.
In particular it stimulates:
the knowledge of the problematic relative to the privacy and the computer science security; knowledge of the enforced norm in Italy and the European Union in matter of legal protection of the data banks;
the knowledge of the presupposed ones for future developments in legal field.

Title: Statistical information systems and data bases in public administration

The knowledge of the characteristics of the territory and the population constitutes a fundamental requirement for the planning of the administrative activity. Every Local and Territorial Agency has its own requirements and needs based on specific objectives deriving from the national and regional legislation.
D.L. 322/89 emphasizes such aspects, previewing the presence in every communal Administration of a Statistical Office. It is therefore necessary that inside any single Administration operators be presents with solid knowledge on the management of statistical data and in a position to picking to full load the potentialities offered from the use of instruments and specific infrastructures.
The course faces the analysis of main typologies of statistics survey (registry offices, official statistics sources, surveys...) and introduces the main modalities of synthesis of the distributions and the statistical pointers. It proposes a study of the representation given- systems.
The course intends to develop and diffuse knowledge on the main modalities of collection and treatment of the data, with particular reference to the main types of survey,
conception and presentation of the same ones.
